On August 23, 2025, the Ministry of Education and Training (MOET) in Vietnam and OneSky for all children, an international nonprofit organization focusing on early childhood care and education (ECCE), will officially launch their partnership to support independent childcare providers in the four provinces with large industrial zones in Vietnam through a cascading, training-of-trainer model. The project will begin with a pilot to benefit 1,189 IC providers and 30,000 children (ages 0-6) and has an ultimate goal of reaching 4,000 caregivers and 100,000 children over four years.

“Supporting the government to scale this work has been OneSky’s goal since we began here in 2017,” says OneSky’s Country Director in Vietnam, Ms. Hien Vo. “We are thrilled that the MOET-OneSky partnership in the Project to “Improve quality of early child care and education in the industrial zones”(“the Project”) will reach so many vulnerable children whose families struggle to access the quality of care they need for their youngest children.”

The Project, a collaboration of MOET and OneSky, aims to effect change on multiple levels, beginning with the safety and healthy development of young children. It will train and mentor Independent Childcare providers in providing responsive care and learning opportunities for children during their earliest years; improve the quality of childcare services in low-resourced communities; equip women with the knowledge to become skilled early education professionals; showcase and promote the importance of delivering quality early childhood care and education in vulnerable communities; and support MOET to create ECCE systems-level change throughout Vietnam.

Over the next four years, OneSky will use a Training-of-Trainers (TOT) approach to support government ECCE staff in delivering quality training to Independent childcare providers in multiple provinces with large industrial zones, with a goal of paving the way for training independent childcare providers in the remainder of the country.

The MOET-OneSky Project has attracted support from like-minded funders, including Grand Challenges Canada, Philanthropy Asia Alliance, Temasek Foundation, Quantedge Advancement Initiative, LEGO, Lever for Change, and the Lorinet Foundation.

OneSky has worked in Asia since 1998 and has proven it can develop scalable and cost-effective childcare models that can support governments in realizing their priorities to advance the ECCE sector. To date, OneSky has trained 116,500 caregivers and reached nearly 394,360 vulnerable children in Asia. This new partnership represents the Vietnamese government’s recognition of OneSky’s ability to support its goal of providing quality early childhood care and education to all children in Vietnam.
