Vice Minister Nguyen Thi Kim Chi meets with OneSky Organization
On April 18, Vice Minister of Education and Training Nguyen Thi Kim Chi held a working session with OneSky, a U.S. non-governmental organization, to discuss cooperation in the development of Early Childhood Education (ECE).
Expressing her appreciation for the warm welcome extended by the Ministry of Education and Training, Ms. Morgan Hurley Lance, CEO and Chief representative of Representative Office of OneSky Organization in Vietnam, noted that Vietnam places strong emphasis on the development of ECE, particularly for children in industrial zones.

OneSky has been officially licensed to operate in Vietnam since August 2016. The organization has collaborated with the Ministry of Education and Training to implement the project “Support to improve early childhood care and education in industrial zone 2023–2026” , aiming to enhance the quality of care and education in independent childcare centers (ICCs), with a focus on children of workers in industrial zones.

The key project activities include: training a team of trainers in participating project provinces, strengthening the professional capacity of teachers and childcare providers at 1,180 independent childcare centers (ICCs), building an online learning platform, developing ICC demonstration models, and enhancing the performance of multi-agency teams to monitor ICCs’ activities.

Speaking at the session, Vice Minister Nguyen Thi Kim Chi emphasized that in recent years, the leadership of the Party and the Government of Vietnam has prioritized the education sector, including ECE. This is clearly reflected in the Politburo’s decision to waive tuition fees for all preschool and primary school students starting from the 2025–2026 academic year.
The Vice Minister also shared with the OneSky representative the significant tasks ahead for ECE sector in Vietnam. These include Universalizing preschool education for children aged 3–5, developing a new ECE program, and implementing plans to improve the quality of ECE in urban areas and industrial zones.

Regarding the project “Support to improve early childhood care and education in industrial zone 2023–2026,” the two sides discussed matters related to project implementation at the local level, project content, approval procedures, teacher training, and other relevant issues.
Affirming the project as a shared responsibility, Vice Minister Nguyen Thi Kim Chi recommended that both parties work together to identify solutions to overcome challenges and determine appropriate directions to ensure the best outcomes for young children.
